Job Description

Basic Function

HF Sinclair in Artesia, NM is seeking a Enviornmental Specialist to conducts environmental assignments and duties for the Environmental Department under minimal supervision. Directs or leads the work of others from time-to-time.

Job Duties

  • certifications, ensuring accuracy, completeness, and on-time submittal
  • Provide technical guidance and ongoing support for the Refinery’s Title V air permit, including compliance determinations, monitoring requirements, deviation tracking, and reporting
  • Contribute to continuous improvement of air compliance programs by strengthening workflows, procedures, training materials, and knowledge‑sharing practices to improve reliability, efficiency, and sustained compliance performance
  • Support and collaborate with operations, engineering, maintenance, and environmental peers to build organizational capability and resilience
  • Engage professionally and effectively with regulatory agencies through written correspondence, meetings, and verbal communications, representing the refinery with sound technical judgment and credibility
  • May manage the performance of air quality related work efforts which include the oversight of NSPS, MACT, EI, NSR, and Title V programs
  • May prepare reports pursuant to a consent decree and various permit conditions with respect to EPCRA, CERCLA and TSCA
  • May oversee budgeting costs associated with air quality compliance and contractor/consultant work products
  • May coordinate routine modeling and tracking of anti-backsliding provisions of the fuels’ toxic baseline and related fuels regulations

 

Special assignments or tasks assigned to the employee by their supervisor, as determined from time to time in their sole and complete discretion

Experience

A minimum of eight years of job-related processing experience required. Some assignments may require at least five years of air quality experience with the majority of the experience being in a refinery setting.

Preferred Expereince: 

Experience in oil refining processes preferred.

Education Level

A minimum of a Bachelors Degree in an environmental sciences or related field is required.

Required Skills

  • Strong foundational knowledge of air quality laws, regulations, and standards, including federal NESHAP/MACT/NSPS requirements and applicable state and local air district regulations for complex manufacturing facilities
  • Proven ability to manage multiple priorities, meet demanding regulatory deadlines, and execute work efficiently in a fast‑paced operating environment with changing priorities
  • Ability to work effectively across disciplines and organizational levels, including collaboration with operations, engineering, maintenance, legal, technical specialists, and management.
  • Excellent written and verbal communication skills, with strong analytical, problem‑solving, and decision‑making capabilities.
  • Advanced working knowledge of environmental air quality regulations required depending on assignment
  • Ability to perform emissions calculations, preferably with a practical understanding of refinery processing programs
  • Advanced understanding of oil refining processes (process flow diagrams/mechanical flow sheets, chemical phase separations, and reactions)

Preferred Skills: 

  • Strong data analysis skills and experience working with emissions, compliance, or monitoring datasets using tools such as Excel or environmental data systems
  • Familiarity with community right-to-know and risk management rules and/or experience with fuels compliance
  • Strong time management and organizational skills

Supervisory/Managerial Responsibility

May lead the work of others. Responsible for overseeing contractors within the facility.

Work Conditions

Office and plant based with travel required up to 25% of the time by land or air. Petroleum refinery, warehouse/plant environment including but not limited to chemicals, pressure vessels, tanks, and rotating equipment. Required to work in all temperatures including outdoors. Subject to varying road and weather conditions.
